The largest domestic high performance modified highway asphalt project is invested in by Zhong Jiao Hua Te Asphalt Co., Ltd and Saudi Arabian Middle Eastern Alliance Capital Group (Hong Kong) and also Hua Tong Energy Co., Ltd. It is currently located in Jin Zhou .

At the invitation of the Director General of Administrative Commission of Jin Zhou Economic and technology Zone and leader of Jin Zhou Zhong Jiao Hua Te Asphalt Co., Ltd s’, Prince Bandar and Alick Au who is the chairman of Zhong Jiao Hua Te Asphalt Co. led a 10-person business delegation to China for a four day business investigation and negotiation on the 7th August 2009. During this visit they signed an Investment Cooperation Memo and Letter of Investment Commitment on 10th of August and at the same time they made an agreement to establish Jin Zhou Investment Representative Office. During this time, the mayor of Jin Zhou Liu Yang, Director General of Administrative Commission Zhou Ying jun and Associate Director of Administration Zhang Shu ping, Wang Xiao dong and Li Xiao wei met separately with Prince Bandar and his delegation.

During this June of 2010 that this delegation for the second time came to China and signed Investment Cooperation Contract formally with Zhong Jiao Hua Te Asphalt Co., Ltd in Bei Jing. According to the contract, the joint venture company is planned to be named as Jin Zhou Hua Te Asphalt Co., Ltd.  Project investment is 99.80 million dollars, and additional working capital is 50 million dollars. Total 149.8 million dollars investment. High performance modified highway asphalt can be produced at a quantity of 3 million tons per year. And the intention is to use an area of 520 acres of land for construction use and the construction will take 14 months to complete. it is estimated that work will commence in December 2011.

After the project establishment, it will add industrial value of 15 billion RMB and profit tax more than 1.2 billion RMB. It will be the outright leader in six different area of any other company in the same industry. 1/ store capacity, 2/ production capacity, 3/ process technology, 4/ product packing, 5/ technology development, and 6/ environment reservation. And it will become the largest research and Production Company for high quality highway asphalt in china
 On 26th of July of this year, Wang Wen Quan, the mayor of jin zhou, met Alick Au and Gao Yu Dong who is the general representative of  China, and they made an agreement to push to sign the project contract and wish to expand cooperation. And also arrange another summit forum for Petroleum Refinery Project, Oil Business Logistics Project, LPG Business Logistics Project and Jin Zhou Energy Forum Site at the latter half of October 2010.

Jin Zhou government and Administrative Commission of Jin Zhou Economic and technology Zone attribute great importance to this project and have offered their wholehearted & energetic support to it. Examination and approval procedures are in the process of being carried out. Preparations such as a project design plan, inviting of project tenders etc. It is estimated that construction will begin in the latter half of October 2010.
