Research in Europe and in the United States has indicated tha t it is possible to build pavement surfaces that will provide low-noise roadways. The National Center for Asphalt Technology (NCAT) has initiated a study to develope a pavement selection guide or design manual for use by the DOTs and others to design low-noise Hot Mix Asphalt (HWA) pavement wearing courses.
